That may be the most unusual poppy I’ve ever seen. Is it a mutant, or does it usually unfold like that?

It looks like something from under the sea.
A perennial cornflower Cathy os as Kris has suggested a poppy? A most distinct and I imagine unusual topping. As folk say in this neck of the woods “That’s boss that”.
It’s just the centre of a poppy, Anna, sometimes referred to as a ‘boss’ – never heard your expression before, but I’m always intrigued by regional sayings 😊
